Artillery Gun purchase stalled: What a shame. It is the defence ministry babus who citing the rule that there should be more than one bidder for any defence purchase tender, have stalled the deal. There is only one bidder left, the rest have been eliminated or blacklisted by MOD.
If this happens once or twice, it can be bad luck or sheer stupidity because of the rules. But not purchasing guns for the last 20 years means that something is afoot, and that something stinks.
No number of force multipliers, tanks, MRCAs, N-Subs, AESA radars and AWACS can make up for not having quality artillery to pound the enemy soldier and military formations. The common soldier on the ground will pay a heavy price if the artillery can't take out the enemy's artillery and advancing formations.
The situation of the aritllery is so bad, that even an economically broke Pakistan has better ranged and more powerful artillery deployed on the borders in kashmir, whereas India is plagued by too few numbers of bofors 155mm guns there. All this means that the pakistanis and also the chinese in all sectors can comfortably place their guns out of reach of India's short ranged 105 and 130mm artillery, and relentlessly pound Indian miliraty bases and formations safely, and India has no way or retaliating or taking the fight to the enemy.
In kargil, India didn't have field artillery radars, while the pakistanis had the American AQ series. India paid a heavy price, because India's gun positions were attacked mercilessly. India had to pull out guns from all sectors to deploy them from mushkoh valley-drass-kargil-batalik to respond to the pakistanis, in the process the eastern LAC with china was left without any 155mm artillery.
This is the shameful reality of the Indian artillery saga. The truth is that leave aside China, which is on its way to becoming a military superpower, even a lowly pakistan can easily handle and win an artillery duel with India.
And India's MOD hasn't even started purchasing guns!

The artillery fiasco is a classic example of the fundamentally flawed defence procurement process in India.
The fact is unlike Russia, China, Pakistan and most Western countries, India's Armed Forces have practically no control over the weapon systems they buy. They can identify requirements, evaluate different systems and determine suitable suppliers, but they need the civilian MoD to actually award the contract and sign the dotted line. So any contract, even after being carefully evaluated and selected by the Armed Forces, has to go through multiple stages of bureaucracy including the Defence Ministers, Defence Acquisition Council, Cabinet Committe on Security etc.
As a result they are left to the mercy of civilian MoD babus and politicians, who do not care or understand about their needs, have no technical knowledge and are unqualified to make decisions on what to buy and how much, and are ultimately motivated only by monetary(price of system, bribes and commissions) and political(assuring jobs for DRDO/DPSU to secure votes from their many labour unions) considerations.
The only solution is to scrap the entire Ministry of Defence babudom and establish a new system where the development and purchase of defence system is put in the hands of the people who actually use them and risk their lives; similar to the Pentagon or the Russian Duma.

Actually the BJP was in the middle of evaluating tenders for 1500 self-propelled howitzers and 3000 towed guns when it lost the election. Soon after AK Antony came with his obsession for 'transparency'(HAH!) and the tender got delayed and ultimately scrapped. This is the second time that idiot has scrapped it. I wonder what kind of thoughts run through his leftist mind. He obviously does not give a damn about the armed forces or their needs.
I think they are already snatching their food too. There were scandals over fuel, and I'm sure if they dig deeper, someone somewhere would have made a quick buck over their food too. Just like Laloo had cheated through the fodder for cows.
