As its known now, it was not the battery failure but cable or material failure.So its not MOD's fault but of Indian Navy's. There must be some safety SOP lapse which led to this problem.
Please do not spread the perception that Kilo submarines are bad. They remain one of the best submarine platforms in world and has been ordered by several countries. These subs have 35 years of lifetime so writing them off at 25-26 years of age with refits would be a stupid idea.Vietnam has just ordered six of these. Algerian Navy has older Kilos than us but never any problem.
INS Sindhurakshak which exploded in Mumbai was only 15-16 years old and had just come back after refits. That there is a fault with Navy's SOP is now beyond doubt. Joshi's resignation should serve as a catalyst to make Navy refine its safety principle and become better.
Have NAVY/MOD reworked on the Security and Access related SOPs?
As of now any civil labor,workers or technician can enter Mazgaon Dock or Naval Dockyard along with their Tiffin Box and Tools and Tool-Box.
Some of these Labors,workers and Technicians have access to these Warships and Subs of Navy for Repair & misc work etc …and there is no strict procedure to check them or their luggage,tiffin boxes and tool boxes manually(strictly) or through X-Ray machines like done in Airport Security Check-In.
Some labors can even enter War-Ships and Submarines, while loading ration and other items before the ships proceed to the action/voyage..we know who has more control in these areas ..like Paki/Chinks,who use their Under World contacts/connections in these areas/docs to deliver what ever they want and can execute any plan ..but who cares to have a closer look at these workers and technicians ..if they are into any sabotage activities along with poorly paid Gate Sentries on these docks or shipyards ??? There should be a back up recoding of manual checking using CCTV ..so that Gate Sentries will know that..any intentional or mistake they do..will be caught later via CCTV footage.
Also Navy and other Deffence establishments must start using advanced screening machines like X-Ray ..as is done during security check-in process in the departure lounge.
Kilo class Subs are just fine as this class of Subs are the largest sold subs in the world.
Indian kilo subs started induction in Navy during 1983 onwards..and till now(around 30 years have passed) ..no major issues heard…neither from another country nor in India.
So why suddenly NOW ,when India is about to release RFP for next Submarine P-75I purchase worth of 50,000 – 60,000 crore of Rupees…. we are getting this issues ??
Who is tampering/loosening the wires in the Battery compartment (where inflammable hydrogen is leaking from 30 years old batteries ) to set/arrange a wild spark/short circuit and cause the fire… to defame Russian Kilos and generate negative psychological mistrust against Russian Kilos and Russia altogether ?
a. The MoD has prevailed upon the Navy to save the MoD's skin by declaring no problem with the batteries, thereby putting onus on navy itself.
b. Burnt cables don't rule out a battery issue. There could have been an overload or discharge issue. Either way, the deceased officer's warning is totally accurate. There are severe battery issues on the Kilos. Most such incidents go unreported, that's true. What the BoI reveals does not affect what the late officer had to say about the general state of the submarines.
c. The batteries were replaced after the Sindhuratna returned to shore. Why? If the navy has declared they were intact and all was well, where was the need to replace them? Sounds fishy.
Deeper introspection needed. However, I agree that the human error angle must not be ruled out. The COMCOS/FOS need to answer very troubling questions about SOPs and whether a head count was effected before the Freon system was activated.
It seems that there is something substantially wrong with the silent arm. No one is telling it openly but there is something fishy.
1. Batteries are fine and EXIDE batteries have been proven worldwide.
2. Subs have no age problem and they are silent and sound without doubt.
3. The accidents are varied and have happened in a very short period of 7 months. Even more important is the media focus on Navy which has been constant since Sindhurakshak blast. For exmple, USS Taylor, the missile destroyer ran aground in Turkey recently and its captain was dismissed. It was not a big issue in America where more than 100 captains have been demoted in last two years.So the hype is another issue.
4. Clamour for diesel subs is happening at a point when Navy is seriously considering the SSN option, which would effectively kill many diesel options.
In sum, there are many more layers to this issue than visible to common eye. It will be a while before we get the truth.
The only solace is that by that time Modi government will be in power. Fingers crossed !!!!
