As a recent news report by DNA’s Josy Joseph suggested, the Israelis are having an “unprecedented run” in the Indian defence market. The same news report tells of how the Central Vigilance Commission (CVC) has completely broken with tradition and put its stamp of approval on the Rs 10,400 crore medium range surface-to-air missile (MRSAM) joint venture between the two countries, currently pending final approval by the Cabinet, but expected shortly. This despite the fact that the companies involved are the same that remain officially charged by the CBI and are being investigated for paying kickbacks in the original Barak naval point defence system deal. The same duo of IAI/Rafael is already involved with the co-development of the Barak-2 surface-to-air missile with DRDL and supply of the SpyDer LLQRM to the IAF, another deal that has been criticised.

Looks like the veil of secrecy is being lifted at last from the Air-Delivered Munition (ADM) whose requirement was first disclosed in the draft Indian Nuclear Doctrine released in 1999. It is more than obvious now that just like the Barak-2/LR-SAM project where Indian and Israeli R & D entities had something to put together on a collaborative risk-sharing basis, the gloves are now off for a similar joint R & D programme, with this one of course having a distinct nuclear dimension.

The Pegasus data link pod for the Popeye Lite ‘appears’ to be as big as the missile due to the phenomenon called perspective when taking the photo. In reality, it is much smaller than the missile. Its dimensions are similar to the DARE-developed SIVA HADF pod.
The DRDO does have in place a stepped-up block development approach for further developing the Nag anti-armour missile as an air-launched PGM that will be launched from both helicopters as well as fixed-wing combat aircraft.
The reason why Israel is being rolled in for co-developing futuristic fire-and-forget standoff PGMs is simple: there exists an operational requirement for a PGM that can do things which other PGMs like the Kh-58ME or BrahMos cannot do. The main limitation of Russia-origin, European-origin and US-origin PGMs is the cap on their ranges, i.e. 300km. Both Israel and India, while adhering to the MTCR guidelines, however are not signatorties to the REGIME. Therefore, the two countries are not legally constrained from co-developing long-range PGMs. That’s the reasson why the two parties are joining forces on a risk-sharing basis.

To [email protected]: The US can supply the Tomahawks to UK and Spain because all three countries are MTCR signatories and are therefore legally free to trade with one another and procure such weapons from one another. BrahMos is highly accurate, I totally agree, but it cannot be armed with a tactical nuclear warhead due to Russia’s MTCR commitments. As for GPS-guided bombs, the ARDE is developing a glide kit coupled to a GPS receiver and both of these will be integrated with 500kg and 1,000kg bombs. Depending on the launch altitude, such bombs will have a slant range of up to 10.15km.
Regarding JDAM-type PGMs, acquiring them does not make much of a difference as long as you are denied the PY-code for receiving high-precision GPS coordinate updates from either the US NAVSTAR or Russian GLONASS GPS satellite constellations. And that will be possible only when India deploys its own regional constellation of GPS satellites (about seven of them).

But I beg to differ with those who claim that IAI has tripled the contract value for the three PHALCONS. For starters, the US$250 million charged by IAI to China involved only ONE (1) PHALCON system and its related mission planning and ground service equipment. That is why there was only one A-50E airworthy platform at IAI's facilities when the contract was cancelled by Israeli under US pressure. As opposed to this, the Indian contract involves an initial three PHALCONS with an option for acquiring another three. In addition, IAI will be supplying the ground receiving stations, which will be part of the Sector Operations Sectors, plus all other related training & simulation hardware and ground support systems, and several avionics intermediate workshop modules. Afterall, it is all right to make all kinds of claims, but unless they are substantiated, they remain just claims. That's why, I wish these retired senior officials from the armed forces sometimes write their stories in a focused and systemic manner, instead of just stating their views or vague suspicions, as appears to be the case.
To [email protected]: Strategic industrial JVs are the way to go simply because India's own military-industrial capabilities are simply not capable of delivering whooly indigenous solutions that are required. The Akash project is a prime example. Although the DRDO refers to it as an M-SAM, we all know that the term E-SHORADS is more applicable as current-generation M-SAMs have breached the 50km range envelope. New-generation E-SHORADS like the SL-AMRAAM-ER and Pantsyr have the same kind of engagement envelopes as the Akash.
Regarding the Indian content for the Barak-8/LR-SAM it won;t be limited to just the SAM launchers and Command Posts. The enormous and entire task of networking these LR-SAM regiments to the IAF's colossal ACCCS system is being undertaken by a DRDO-private sector industrial partnership. It is this crucial capability that will ensure the IAF's complete operational sovereignty over LR-SAM missions/operations.

To [email protected]: The ADM as per the Draft Nuclear Doctrine is required to have a range envelop of 600km-900km. Such ADMs are required to carry a single tactical nuclear warhead only. But if you add a booster motor to such ADMs, then they can also be employed as ground-launched or submarine-launched supersonic cruise missiles armed with tactical nuclear warheads.
To [email protected]: The Nirbhay will be a pilotless target drone only. It will NOT be a cruise missile or any other weapon. Based on official guarantees to this effect, Russia's NPO Saturn agreed to supply the 36MT turbofans required to power the Nirbhay, as Russia did not want to be seen in violation of its MTCR commitments. The Nirbhay will primarily be used as a cruise missile clone and will be used primarily for articulating the Army's and IAF's air defence tactics for combatting cruise missiles. The Navy will employ it for perfecting its anti-ship cruise missile defence capabilities.
With regard to the Astra AAM, no, it will NOT be ramjet-powered. But as you are aware, MBDA has been rolled in as technical consultant for the Astra's R & D effort and don't be surprised if the Astra, equipped with a booster, morphs into a vertically launched SHORADS with a range of 18km, which according to the DRDO, is now being co-developed with MBDA.
Now, the type of LRAAM that the IAF wants is one whose engagement range will not be more than 150km. It will be used primarily against high-value airborne targets like HALE UAVs and AEW & C platforms. By early next year, probably during Aero India 09, the DRDO will most likely announce yet another clone (the second) of the Barak-8 (the first being the LR-SAM), this being the LRAAM variant.
Prior to this, India was presented with two options: either co-develop the ramjet-powered R-95 with Russia (which is now also being proposed by Vympel JSC as an E-SHORADS with a range of 24km), or co-develop the Denel Aerospace-developed, ramjet-powered LRAAM along with Brazil. The latter is now being co-developed by South Africa, China and Pakistan and China calls it the PL-21. The E-SHORADS version of the PL-21 AAM has a 35km-range.

But for shooting down supersonic ASCMs like the BrahMos or 3M80E Moskit/Kh-41Zubr, you require the interception to take place a greater standoff distances, like 40km away from the defending warship. That's where the Barak-2/Barak-8 comes in as a 'hard-kill' option, with EL/M-2248 MF-STAR S-band multi-role active phased-array radar being the critical eyes and ears for early warning and target tracking. My hats off to the illustrious Admiral (Ret'd) Arun Prakash for decisively pushing forward the Barak-2/EL/M-2248 combination on board the Project 15A Kolkata-class DDGs! By the way, the C-802A is operational with the navies of Bangladesh, China, Indonesia and Pakistan. The ASCM used by Hezbollah was not the C-802A as popularly believed, but the shore-launched C-704.

Well Prasun K Sengupta didnt anyway contradict that Nirbhay is a cruise missile. All he said was, it was not for offensive deployment instead for training the air-defence procedures on how to tackle Babur/C802 type LACM threats in the horizon. As for cruise missiles, we have our Sagarika project which according to prasun (to my understanding of what he has said) is a cruise-ballistic combo project. That is supposedly the reason why at times press report Sagarika to be a sub-launched ballistic missile and at times as a cruise missile. That theory definitely make sense.

It will be a cruise missile that will be EMPLOYED for simulating the flight trajectories of cruise missiles like the Babur/C-602/DH-10A. The Nirbhay will NOT be WEAPONISED, i.e. it will not carry any kind of explosive warhead, but primarily telemetric tracking instrumentation and data links.
Now, regarding the Sagarika, kindly absorb this: as far back as early 1998, the DRDO established what is called the Sagarika Annexe at the ITR in Chandipur-on-sea, which would be the final fitting-out facility for all cruise missile technology demonstrators developed by the DRDO. Therefore, my friends, Sagarika is NOT the name of any missile, but of a project to test out various cruise missile technologies. Now, coming back to the sub-/ship-/air-launched cruise missile armed with tactical nuclear warheads, both Navy & IAF HQ 'ideally' wanted the missile's range to be 2,500km, but eventually settled down on a range ceiling of 1,500km (this was confirmed in late 2004 in an interview given to FORCE by the then FOC-in-C Western Naval Command). This then brings us to the submarine-launched ballistic missile programme, which is popularly refered to as K-15 or Sagarika. Neither of that is true. The SLBM that will eventually be India's sea-based nuclear deterrent will have to have a range of at least 8,500km. This was confirmed by the illustrious Admiral (ret'd) Arun Prakash in an article he penned soon after he retired. In that article he visualised a scenario of India demonstrating its dissuasive deterrent posture to China under which he saw an Indian Navy SSBN being deployed way below Mautitius in the Indian Ocean ready to launch its SLBMs against targets located in Beijing or Shanghai. Now my friends, if one believes what Admiral Prakash visualised, and I have no reason whatsoever to doubt him, then the 700km-range ballistic missile that was test-fired can hardly be the final, definitive system that will go on board the ATV.
