I think this was made with Ratheon technology (used in vietnam war) that was given by it to OFB. Since this is of older technology, its ability to glide would be less when compared to its contemporaries and also its weight must be higher.
But irrespective of this, total indigenous approach would have resulted in even more development time. It would be better to build upon something older than making totally by yourself.
